Jessica Bell is the Director of Government and Public Affairs, joining the Rainbow Energy Center team in 2022. Jessica is responsible for strategic leadership in external affairs along with guiding internal policy and regulatory initiatives. Jessica’s experience includes two decades in the mining industry, with one of those decades simultaneously serving as a citizen legislator in the North Dakota State Senate, where she held numerous leadership positions, including chairman of both the energy and taxation committees.
Jessica is a graduate of the Aspen-Rodel Fellowship in Public Leadership program and was awarded the Prairie Business Top 25 Women in Business Award in 2021. She currently serves as the solid fuels representative on the Department of Environmental Quality’s Advisory Board and on both the Beulah Wellness Center Foundation and the Knife River Care Center boards of directors. A fifth-generation North Dakotan, Jessica holds a Bachelor of Science in both Natural Resources Management and Economics from North Dakota State University.
